Why safety valves are tested, not just installed

Springs relax, seats stick, deposits build bridges across inlet nozzles, and a valve that sat quietly for five years may need far more than set pressure to open, or may not open at all. Testing exists to answer one question with evidence: at what pressure does this valve actually lift today, and does that match the nameplate.

The terminology overlaps in daily speech: safety valves (rapid full lift, typical for steam and gas), relief valves (proportional lift, typical for liquids) and pressure relief valves as the umbrella term. The testing logic below applies to all of them.

Who sets the interval

Three layers stack on top of each other:

  • The legal floor: national pressure equipment regulations, boiler codes and, in much of Europe, the inspection regimes that follow the Pressure Equipment Directive. Steam boilers in many jurisdictions see the safety valve proven at every periodic inspection, often yearly.
  • The insurer: property and machinery breakdown policies frequently impose their own inspection cycle, and a lapsed valve test is a classic claim dispute.
  • Service severity: within the legal frame, industry practice differentiates hard. Clean, dry, non corrosive services such as instrument air commonly run 3 to 5 year cycles. Fouling, polymerizing or corrosive process duties drop to 1 to 2 years, sometimes less, because deposits are exactly what keeps a valve shut past set pressure.

The honest rule: look up your jurisdiction and policy, then let as-found history shorten the interval. A valve that keeps drifting gets tested more often; the schedule belongs in the same preventive maintenance plan as everything else on the asset.

The methods and when each applies

Bench pop test

The valve comes off during a shutdown and goes on a certified test stand. The tester raises pressure until the valve pops, records the value, checks reseat and seat tightness, then adjusts to nameplate if needed. This is the reference method: it produces a clean as-found number, allows internal inspection, and ends with a sealed, certified valve. Its cost is the shutdown and the swap logistics.

Assisted lift testing in place

A lift device pulls the spindle against a calibrated load cell while the system runs at operating pressure, and the rig computes the equivalent set pressure. No shutdown, no removal, real service temperature. The trade offs: it verifies lift force but not full relieving capacity or reseat, and it needs sufficient operating pressure to give a valid extrapolation.

The easing lever

Pulling the lever confirms the trim is not seized and the valve can pass flow. It says nothing about set pressure, and most manufacturers only allow it above roughly three quarters of set pressure. Treat it as a function check between real tests, never as a substitute.

A worked example with real numbers

A steam valve with set pressure 10.0 bar goes to the bench after two years in service:

  • Acceptance band at 3 percent: 9.7 to 10.3 bar.
  • As-found first pop: 10.6 bar, which is 6 percent high: FAIL. The valve would have opened late in an emergency.
  • After strip, clean and lap: as-left pop 10.05 bar, second and third pops within 0.1 bar, seat tight at 90 percent of set pressure. PASS, sealed and tagged.

The record now shows drift of +0.6 bar over two years in this service. That is an argument, written in evidence, for shortening this valve's interval, and it only exists because the as-found pop was measured before any cleaning.

What to record, every time

  • Valve identification, nameplate set pressure and cold differential test pressure where a back pressure correction applies.
  • As-found pop pressure, then as-left pop pressure after adjustment.
  • Seat tightness result and the pressure it was checked at.
  • Who tested, on which stand or rig, and the calibration reference.
  • Next due date, driven by the rule set and the drift history.

Common mistakes

  • Painting the valve. Paint on the spindle or spring bonnet can seize the mechanism. A painted over safety valve is a finding in any serious inspection.
  • Cleaning before the as-found test. It makes the numbers look better and deletes the only evidence of in-service behaviour.
  • Leaving the test gag installed. Valves are gagged during hydrotest; a gag left in place turns the safety valve into a plug. Count gags out at the end of every shutdown.
  • Lever checks at low pressure. Below about 75 percent of set pressure the lever will not lift the disc; a stuck valve passes the "check" anyway.
  • Fixing the leak by wiring the lever down. A simmering valve is telling you about seat damage or operating pressure creeping toward set point, the same class of message a failed steam trap sends. Silence the symptom and you keep the cause.
  • Wrong torque on the inlet flange. Distorting the valve body changes its behaviour; use the correct flange bolt torque and pattern.
